Need more blogging help

Okay people....I think I've forgotten how to blog. Why in the world can I not just change to a new template like I want to? As you can see, only part of my blog takes the template I'm trying to use from cutestblogontheblockcom. Why won't the middle and top sections change? I'm clueless. I followed the directions they give you on their website and still this is the result. So all you bloggers and computer guru's, give me a little input please!?!
